S2 harness grounds

At the JPT 55 pin connector I have grounds at pins 10, 14, 19 and 24 which say 0v on the pin out. Pins 30 and 48 say 0v ref which are not grounded. Are pins 30 and 48 supposed to be grounded all the time? Please help. I may have a bad harness but I’m not sure. The VEMS pnp Instructions I got says to check all grounds including pin 30 but not 48 too. I find it odd that it mentions 30 and not 48 and it’s only at the ones marked ref. I’m not sure if it’s coincidence or not
